Current methods of inspecting infrastructure are highly subjective and variations among inspectors have proven to be significant. Globally, bridge codes call for detailed measurements to be made of defects during inspections, however, traditionally it is impractical to actually perform these measurements accurately, if at all.
 
The problem is that these measurements are absolutely critical in determining the condition of the infrastructure and it has been shown repeatedly that improper measurements can be the difference between infrastructure being labelled by one inspector as being in good condition, yet being labelled as in poor condition that requires replacement by another inspector.
